
FARGO (KFGO KVRR) – A complaint has been filed against Fargo Police following an arrest related to the shooting incident in Broadway Square on Sunday.
David Clem and Jody Englehardt claim they called police and were rendering aid to a shooting victim who had approached them in the square.
In a Snapchat video sent to KVRR, officers can be seen questioning Clem and Englehardt before their interaction escalates, and Clem is thrown to the ground. Clem, who is recovering from abdominal surgery, allegedly suffered a dislocated shoulder, and claims officers denied him and Englehardt medical attention.
Both Clem and Englehardt were arrested for obstruction and resisting a police officer and were taken to Cass County Jail.
The criminal complaint filed against Clem says that he wrapped his arms around Englehardt in a “bear hug” obstructing officers’ efforts to remove her. The complaint against Englehardt says she tried to pull away from an officer, and resisted being placed in a squad car, swearing at the officers.
Fargo Police have refused to comment on the complaint or release the body cam video citing the ongoing investigation.
