BISMARCK, N.D. (KFGO) – State Rep. Jim Kasper has responded to a complaint filed Monday that accused him of not disclosing a $5,000 campaign donation in 2020.
Kasper, who represents District 46 in Fargo, said he takes financial disclosures and reporting seriously and he will review his records.
“The possibility exists that I may have inadvertently failed to list a donation of $5,000 in 2020 from a board member of Term Limits US when compiling my 2020 campaign finance report,” Kasper said in a statement.
U.S. Term Limits Association Field Director Scott Tillman filed the complaint that shows Kasper cashed a check for $5,000 while not reporting the donation, not showing any associated campaign spending, and not showing the donation with total funds on hand at the end of the campaign.
“By ignoring campaign reporting as enacted by citizen initiative, Kasper has a very high level of contempt for North Dakota voters,” Tillman said, referring to the citizen-led 2018 Ethics Amendment that put campaign transparency to a vote of the people.
Kasper said he will review his records and campaign finance disclosures from my 2020 reelection campaign this weekend to see if he did fail to report the contribution.
“If so, I will file an amended campaign finance report with the Secretary of State’s office early next week, in compliance with North Dakota campaign finance statutes,” Kasper said.
“Kasper is not a political rookie,” Tillman said. “He’s been in the legislature for more than 22 years and was involved in creating the campaign finance laws. He has no excuse. He sees the bank statements and knows his reported totals are wrong. If the money is still in his campaign account, it should be reported as such. Otherwise, he is deliberately misreporting his financials. If the money has not been accounted for, further violations must be investigated.”
Kasper, who was first elected in 2000, said he has been in contact with the Secretary of State’s office, and will follow up with them on Monday.
