FARGO (KFGO) – The director of Red River Regional Dispatch says an error was made when a “shelter-in-place” notice was issued to all residents of Cass and Clay counties early Sat. morning.
The message was only supposed to be sent to residents in a south Fargo neighborhood where a man with a gun had threatened a police officer.
Dispatch director Mary Phillippi says the dispatcher should have used a system designed to send a wireless phone or hard-line phone message only to the part of the city where there was immediate concern. Instead, Phillippi says the dispatcher used the emergency alert that overrides radio and tv station programming and cable systems.
Phillippi says policies and procedures will be clarified to prevent it from happening in the future.
