CITY CENTER, Minn. – Former Chisago County Sheriff Richard Duncan will spend six months in jail after pleading guilty in November 2023 to third-degree criminal sexual conduct.
Court documents show that in 2017, Duncan texted a woman, claiming a blackmailer demanded they stage an affair, threatening to harm her and her family if she refused.
Duncan then sexually assaulted the victim under false promises of protection and was ultimately found to be the actual blackmailer.
The victim was awarded just over $1 million in a civil lawsuit.
