MN DNR K9 Conservation Officer
Weekly CO report
District 1 – Baudette area
Last updated: 2026-03-16
CO Nick Bruesewitz (Karlstad) participated in multiple outreach events during the week. Time was spent monitoring snowmobile traffic on local trails.
CO Tony Hams (Warroad North) spent the week checking area anglers and following up with various complaints. Violations encountered were no license in possession, angling with extra lines, no shelter license, angling without a license, and possession of illegal length walleye.
CO Coby Fontes (Warroad South) spent the week patrolling Lake of the Woods. The late-ice pike fishing is in full swing, and people are coming from all over to enjoy it. Fontes notes that he checked several groups who possessed illegal bait, meaning it wasn’t from a VHS-free body of water, nor property preserved to kill any potential viruses. Fontes encourages people to double check that the frozen bait that they are buying possesses the proper labeling before purchase. Enforcement action was taken for using an extra line, being too far from tip-ups, angling without a license, and illegal bait. One of the extra lines Fontes encountered involved a dead mouse that was being used as northern pike bait. Fontes also made courtesy calls to around a dozen people to let them know that their ice houses were beginning to sink into Lake of the Woods near one of the deteriorating accesses.
CO Nicholas Prachar (Baudette West) reports spotty angling success on Lake of the Woods. Anglers are chasing walleye and pike with mixed results. Some accesses are starting to flood and slush is accumulating in areas on the lake making travel difficult at times. Check with local resorts or guides prior to travel and always check ice conditions for yourself. Enforcement action was taken for operating an ATV on state grant in aid trail.
CO Bobby Stringer (Thief River Falls West) reports an increase in snowmobile activity based on recent snow accumulation in the area. Stringer completed multiple big game investigations to include an overlimit of deer, failure to register big game, and same day violations. Additional enforcement actions included driving while revoked and 5th degree possession of controlled substances.
CO Sarah Jahn (Thief River Falls East) attended the Pennington County and Kittson County 4H events teaching youth about animal track ID and AIS. Time was also spent handling a complaint about coyote hunting. Nuisance bear complaints were also handled.

CO Andrew Goodman (Perham) conducted station equipment maintenance and inventory in preparation for the upcoming seasons. A few panfish anglers continue to venture out on frozen water with caution. Time was also spent on report writing and follow-up with ongoing cases related to water resources and deer hunting.
CO Jake Swedberg (Detroit Lakes) spent the week checking ice anglers and training with other members of the DNR K-9 team. CO Swedberg also answered questions about injured and sick wildlife.
CO Angela Warren (Mahnomen) spent time on angling and ice house activity. Public accesses were monitored for ice house removal related activity. Trails and lakes were patrolled for snowmobiles. Recent snowfall allowed for a few snowmobile riders to get out and about.
CO Bill Landmark (Moorhead) spent the week checking ice anglers and following up with ongoing cases.
CO Ryan Schaefer (Bemidji #2) spent time this past week checking local anglers, who are still managing to find panfish and trout on area lakes. Time was also spent investigating a possible wolf depredation involving domestic cattle.
Osage – vacant.
District 3 – Fergus Falls area

CO Tricia Plautz (Henning) checked anglers and found that most have transitioned to ATV and foot travel due to access conditions deteriorating. A ride along was conducted with a student interested in future employment with DNR, and deer license violation investigations were conducted.
CO Ryan Brown (Elbow Lake) continued to monitor angling during the week. Ice conditions are deteriorating fast and urge caution to anglers who are venturing out. The recent snowfall has seen snowmobile riders getting out before spring.
CO Shane Osborne (Evansville) checked fishermen, ATV’s and ice conditions on area lakes. ATV and foot traffic has occurred on most lakes with the officer seeing increased areas of open water. Canada geese have been migrating back into the area.
CO Jake Homan (Alexandria) spent the week patrolling for angling and snowmobile activities. Time was spent following up on ongoing cases. Enforcement action was taken for a variety of ATV, snowmobile, and angling violations.
CO Curtis Jepson (Wheaton) checked anglers on local rivers and ATV activity. Those anglers report a slow bite to a non-existent one. Time was also spent providing the laws-and-ethics talk to a firearms safety class at the elementary school in Wheaton.
District 4 – Walker area

CO Nick Baum (Park Rapids) patrolled the local area for angling and recreational vehicle traffic. CO Baum found varying success for anglers around the area lakes. With the recent snowfall several snowmobilers were enjoying the local trails. Trail conditions are rideable with the fresh snow with occasional ground showing on sun facing slopes. CO Baum took enforcement action on various recreational vehicle violations.
CO Patrick McGowan (Cass Lake) worked area lakes and snowmobile trails throughout the week. Anglers are reporting limited success and difficult lake travel with the new snowfall. Enforcement action was taken for angle without a license, extra lines, and ATV/snowmobile violations.
CO Jack Lien (Walker) patrolled his district lakes and trails for ice anglers and snowmobile riders. Overall, Lien observed a decline in the usual number of anglers and snowmobilers out as he expected to see more people enjoy late winter activities after the recent snow accumulation. Additionally, Lien received training at a local ice-water rescue course and learned life-saving measures for rescuing himself and/or others during the event of an ice break-through.
CO Corey Sura (Remer) spent time on annual trainings, and cleaning up old cases. A complaint was taken on a potential Wetland Conservation Act violation. Sura spent time checking panfish anglers; angling activity in the area has significantly decreased over the last couple of weeks.
CO Levi Brown (Staples) attended an instructor course at Camp Ripley this week. Over the weekend, Brown focused on varmint hunting with tournaments taking place near his station.
ATV rec officer – vacant.
