The “One Big Beautiful Bill Act” passed the Senate by a vote of 51-50, with Vice President Vance breaking the tie.
No Democrats voted for the bill. Three Republicans voted ‘no,’ citing Medicaid cuts or the bill’s deficit spending and borrowing limit increase.
The budget legislation, which paves the way for much of President Trump’s domestic agenda, included several priorities important to groups like the American Soybean Association.
“ASA applauds the Senate for its support of U.S. agriculture,” says ASA President Caleb Ragland. “Soybean growers have long supported comprehensive revisions to the 45Z Clean Fuel Production Credit, an improved safety net for agriculture, and increased support for research and market expansion.”
POET, the world’s largest producer of biofuels, commended the U.S. Senate for the passage of their reconciliation package, which includes an extension of 45Z clean fuel production incentives. “This policy comes at a critical time for American agriculture,” said Joshua Shields, POET’s Senior Vice President of Corporate Affairs. “An extended window for 45Z gives us greater certainty to invest in new technologies and practices that are pivotal to strengthening markets for farmers and ensuring American biofuels energy dominance. We hope to swiftly see a fully agreed-upon package ready for President Trump to sign.”
Corn Refiners Association President and CEO John Bode released a statement welcoming progress to support the nation’s farmers and ranchers and calling for bipartisan work to secure stability for the USDA BioPreferred Program.
“The reconciliation package under consideration on Capitol Hill includes important language to ensure the continuity of the farm safety net and prevent a substantial tax increase, and we are pleased to see the process continue to unfold,” said Bode. “As lawmakers continue their work on this package and other legislation in 2025, CRA stands ready to aid efforts to include an extension of USDA’s BioPreferred Program in a piece of legislation destined for President Trump’s desk. This critical program supports farmers, rural communities, and domestic manufacturing jobs, and its continued success would be a tremendous benefit to the American economy.”
Statement of National Council of Farmer Cooperatives President and CEO Chuck Conner on Senate Passage of the Budget Reconciliation Bill:
“We commend the Senate for advancing permanent tax relief through the extension of Section 199A, a key priority for farmer co-ops that ensures they are not penalized for doing business together. Equally important are the provisions extending Section 179 expensing and the clean fuel production credit under Section 45Z, which provide producers and co-ops with the incentives and tools they need to innovate, invest, and lead the transition to a more sustainable agricultural future.
We also appreciate the Senate’s attention to the needs of production agriculture by updating reference prices and commodity title support to reflect today’s economic realities. Combined with a significant increase in funding for market development programs, these provisions will help producers reach new markets and stay competitive amid global uncertainty.”
National Cattlemen’s Beef Association Senior Vice President of Government Affairs Ethan Lane thanked the Senate for passing the One Big Beautiful Bill and urged the House to quickly pass the revised version of the bill so President Trump can sign it into law:
“The Senate version of the One Big Beautiful Bill protects family farmers and ranchers across the country from a massive tax hike at the end of the year, increases the Death Tax exemption, makes the Section 199A tax deduction permanent, increases the Section 179 tax deduction, funds foreign animal disease prevention programs, and delivers so many more wins for cattle producers.
“The Senate version of the bill also does not include controversial provisions that have gained national attention. The bill does not include any sale of public lands, and it does not include controversial language on eminent domain. NCBA’s grassroots policy supports landowners’ private property rights, and we oppose the expanded use of eminent domain.”
American Farm Bureau Federation President Zippy Duvall commented today on the Senate passage of the One Big Beautiful Bill Act.
“Farm Bureau applauds the U.S. Senate for passing the reconciliation package. Farmers and ranchers are the foundation of America’s food supply chain, and they need the certainty that this legislation will provide. Improvements to farm safety net programs that reflect today’s agricultural economy and maintaining important tax provisions will directly benefit farm and ranch families.
“Prices being paid to farmers continue to fall, while expenses remain stubbornly high. The combination is taking a toll – America lost more than 141,000 farms in a five-year period, leading to more consolidation of family farms. Increases to reference prices as well as investments in conservation, research and trade are desperately needed, especially since it’s been seven years since passage of a new farm bill. Farmers will stand a better chance of enduring tough times so they can plant for another season.
“Important tax provisions will also help farmers save money that can be used to pay bills, invest in new technologies, and pass the family farm to the next generation.”
