WILLISTON, N.D. (KFGO) – A Williston woman is charged with animal cruelty after police say she tortured a dog last month.
Officers were called on Aug. 16 after a Chihuahua was found in a business parking lot in Williston.
The officer noticed the dog’s testicles were red and swollen. A veterinarian found seven rubber bands wrapped tightly around the dog’s testicles.
The veterinarian performed emergency surgery to neuter the dog.
A witness told officers two people he knows, including 26-year-old Ruth Stevens, were in the parking lot earlier with the dog.
Stevens told police that an officer told her to use rubber bands to neuter the dog, but she couldn’t say who because all officers look alike. Stevens later admitted she Googled how to neuter a dog and didn’t worry about the pain or injury it would cause.
Stevens has several other active felony cases, including failing to register as a sex offender for having sex with a 13-year-old boy in 2020.
