BISMARCK, N.D. (KFGO/PRAIRIE PUBLIC) – The North Dakota House has passed a bill that would make “sexual reproductive imposition” a class C felony.
Republican Rep. Kathy Frelich of Devils Lake carried the bill on the House floor. She said House Bill 1140 would forbid health care providers from inseminating a uterus with reproductive donor material without full consent.
“A fertility specialist from Indiana inseminated, and personally fathered around 90 children,” Frelich said. “The attorney general of that state declined to prosecute as Indiana did not have a law forbidding the conduct. Indiana now has a law. North Dakota does not.”
Frelich also said that while nothing like this has happened in North Dakota, it has happened elsewhere. She said, in a quick internet search, she found instances of other cases in Michigan, Nevada, Utah and Texas.
The bill was passed 93-0. The Senate will consider it later.
