ST. PAUL, Minn. (KFGO) – Minnesota has decided pipelines that carry carbon dioxide are hazardous and subject to state approval.
The decision by the Public Utilities Commission affects two multibillion-dollar CO2 pipelines proposed to cross Minnesota and carry waste from several ethanol plants in the Midwest. It initiates a rulemaking process that could take a year to complete.
The companies seeking to build the pipelines, including Summit Carbon Solutions, disagree with the commission’s decision, saying CO2 is not one of the materials covered by a 1998 state law the regulators cited in their decision.
The Midwest Carbon Express proposed by Summit would run for 150 miles in Minnesota. That pipeline’s endpoint would be an underground storage area in western North Dakota.
