BISMARCK, N.D. (KCND) – Joe Morrissette, Director of the North Dakota Office of Management and Budget, said the October state revenue report fell 25% short of the original legislative forecast.
However, he says the report is in line with a state revenue forecast issued in September which shows that the state can make it through this biennium without calling for an across-the-board state budget reduction. One of the reasons for that is the state was doing well as collections were well above the forecast until the pandemic hit.
Morrissette has been working on the executive budget request for the 2021-2023 biennium which will be presented to state lawmakers next week, during the organizational session.
He expects there will be significant shortfalls that will require what he calls “proactive budget management” and some cuts.
Governor Burgum had asked state agencies to submit budget proposals with reductions of 5 to 15 percent, based on agency size.
