PSC Chairman: State should regulate oil pipelines


FARGO (KFGO-AM) - The chairman of the North Dakota Public Service Commission wants the ability to regulate pipelines that transport crude oil.

Brian Kalk says the PSC already regulates intra-state natural gas pipelines. But in the wake of the massive oil spill near Tioga last month, Kalk says it's time for the PSC to consider expanding its authority.

Kalk says federal pipeline regulators have been receptive to his proposal.  He says the regulation could be performed on a cost-sharing basis with the feds.

Tesoro first estimated the spill at its underground pipeline near Tioga at 750 barrels. It later bumped the estimate to nearly 21,000 barrels. The spill destroyed a portion of a wheat field the equivalent of seven football fields.
