Tests ordered for convict in ND conspiracy case

WILLISTON, N.D. (AP) -- A man convicted in Williston of offering cash for a hit on an associate in the meth trade will undergo a psychological examination and a drug and alcohol evaluation before he's sentenced.

Judge Joshua Rustad ordered both tests for Billy Owens, who was convicted last Thursday of leading a criminal organization and conspiring to commit aggravated assault.

Prosecutors say Owens paid Paul Huckstep $1,500 in May 2012 to assault Kenneth Moore, who was shot multiple times and is paralyzed from the chest down.

Prosecutor Nathan Madden requested the pre-sentence tests on Friday. Defense attorney Nicole Foster objected, but Rustad said he found both tests relevant. He also refused to lower Owens' $1 million bond.

A sentencing date has not been scheduled.
