Governor Mark Dayton says property taxes statewide in Minnesota next year are projected to decrease for the first time since 2002 .
Democrats credit the budget that the DFL-controlled legislature passed in May.
But Senate Republican Minority Leader David Hann argues there's no evidence that increasing state aid to cities and counties will cause them to lower property taxes.
Hann says average Minnesotans will pay more because of tax and spending increases democrats passed.
DFL-ers respond that's not so.
